Formulate Development Guidelines and Standards

Formulate Development Guidelines and Standards for the Vision Metcalf Master Plan Area. There are two parts to this portion of the project:

  • Formulate Interim Design Standards for Development within the 5 nodes identified by the Vision Metcalf Master Plan. As the first stage of implementation of the Vision Metcalf Master Plan, interim guidelines and standards will be formulated to guide development within the nodes of the approved master plan. This is intended to ensure that new development within this area conforms both in spirit and built form to the broad objectives of the master plan.
  • These guidelines and standards are termed “interim” in nature because it is anticipated that permanent form-based zoning districts will eventually be adopted for the 7 nodes within the plan. However, there is no certainty that these interim guidelines will be replaced in all areas in the near future. Consequently, these “interim” guidelines and standards must be durable enough to sufficiently guide development of the nodes for the foreseeable future.
  • Formulate Design Guidelines and Standards for Development within the transition areas identified by the Vision Metcalf Master Plan. This is intended to ensure that new development within the areas of the master plan conforms both in spirit and built form to the broad objectives of the master plan.
